CIC USA Corp’s technical department is led by Welker, a mechanical engineer from Universidad de Los Andes in Bogotá, Colombia, specialized in automotive program design and a researcher of automotive programs.
He has published numerous articles in specialized magazines, teaches training seminars throughout Latin America and has extensive experience as director of the ICA automotive academy.
